Bought this skirt for 35 € at a convention 3 years ago, and I just never get around to wearing it ! It has only be worn 3 times and is in great condition.
A small thread is pulled at the BACK of the skirt, under the pink lace layer. It doesn't show when worn (pic with the blue ruler to see) .
It does not have any zipper or buttons, only an elastic waistband. SEE THE 3 LAST PICS FOR DAMAGES

Waist laying flat : from 32cm unstretched up to 50cm comfortably stretched (not to the max)
Length laying flat : 44 cm.
