Fint Green Plaid Pencil Skirt

I purchased this skirt from ClosetChild. As cute and classy as it is, it sadly does not fit me (too small for my hips/butt). For reference, I wear an American size 4-6. Check the photos for my measurements of the garment. The tag unhelpfully lists this as a size "F."
There's a size zip/clasp closure and partial shirring at the back. I calculated the max waist stretch at 28" but I do NOT think that would be an ideal fit. The most ideal fit would probably be 22"-24". The length measurement (which I forgot to photograph) is 23".
