Axes Femme Black Tulle Skirt
I got this from closetchild but haven't worn it because it's a bit too small for me.
There is shirring all the way around the waist, though it's not super stretchy. The lace up detail on the front is decorative and doesn't cinch the waist in. There is an outer tulle layer, followed by a lace layer, then an opaque lining layer.
